Do you need an assessor?

Property assessors play a crucial role in ensuring assessed values are fairly and equitably valued. Assessors maintain detailed records of all properties in the town, including information on property characteristics, sales, permits, ownership, and changes in value. To accurately assess properties market data is analyzed and reviewed regularly to maintain fair and equitable values preventing any single property owner from being over or under-assessed. In Wisconsin, state law requires municipalities to maintain property values by conducting regular re-assessments, keeping property values up-to-date. It is necessary to maintain the integrity of the property values to ensure a fair tax system. Property assessments are also critical for municipal budgeting. The budgets are needed to set the taxes you pay to fund essential services such as schools, police, fire protection, and infrastructure maintenance.

Assessors provide transparency in the property valuation process by offering property owners the opportunity to review and contest their assessments, assessors help build trust with the community. What is Maintenance?

Maintenance in property assessment refers to the ongoing process of keeping property records up to date with changes that occur throughout the year.  Maintenance ensures that property records remain accurate and reflect the current state of each property, but it does not typically involve a comprehensive re-valuing of property values for the town.

  • Recording Changes: Documenting physical changes to properties, such as new constructions, demolitions, renovations, or additions.
  • Reviewing Permits: Updating property records based on building permits issued for improvements or repairs.
  • Updating Ownership Records: Reflecting changes in property ownership and ensuring that property records accurately represent current owners.
  • Correcting Errors: Fixing any errors found in the property records or previous assessments.

What is a Market Update?

During a market update, assessments are subject to a comprehensive review of property values. This requires the assessor to review all recent sales on the open market to help them determine market value based on property type, style, location, age, and other characteristics. Assessors will analyze recent sales data to determine current market trends. From this data the assessor will revalue the assessments of all properties in the jurisdiction. The new property values are set to reflect changes in the real estate market and ensure fairness and equity.

Starting in 2025, market updates will be conducted every other year to ensure that assessed values are reflective of true market values. This process helps maintain equity among property owners and ensures that the tax base accurately represents the current market conditions.
